in regard to the point at issue between the Military and Colonial Departments, observing that the Naval requirements being provided for I am able to
enter on its consideration with entire freedom from
professional bias.
In the Governor's letter of which
in the margin
I have noted such remarks
as
arose
on its perusal.
Their Lordships will find
a very able statement of the
Colonial view of the question, in which is laid down the
following principle to which
no
exception can be justly taken "that while the Military have
a paramount claim to the site for their cantonment which shall be found to be most eligible, if two sites can be found equally so, then that shall be conceded to them which is least detrimental to Colonial Interests"
His Excellency further
states that if the site proposed for Military Cantonment is conceded for that purpose, then the acquisition of Kowloon will become
